Maybe it's catchier in Dutch

This whole placard seemed kind of weirdly defensive to me, like “Seriously, we have a lot workers and they work a lot!”

“In a waterworks company, there are scores of people at work to ensure that the consumer is provided with a permanent supply of first-rate drinking water. The Dutch expression: ‘One man digs with his spade in the ground, the other one brings the bills around’ paints an overly simplistic picture of an organization that is, in fact, highly complex. It is, however, a picture of the most familiar aspects or a waterworks company: the water bill and the man in the blue overall at work on a pipeline in the street.
While the workshop is an essential part of any waterworks company, we cannot speak of ‘the’ workshop, since the place where water meters are repaired is totally different from the garage. This museum presentation is a mixed collection of what can be found in the various workshops of a waterworks company.”
